Introduce propositional referendums, not just abrogative ones
Institutional ReformCitizens should be able to propose new laws, not just vote to remove existing ones. We must change referendum law to allow propositional referendums so people can actively shape legislation, not just react to it.
Launch a formal, multi-phase constitutional reform process through a Constitutional Convention, citizen assemblies and a national referendum
Institutional ReformMalta's Constitution, adopted in 1964 and revised in 1974, has served the country through independence and into EU membership. But six decades on, it shows its age. Executive power is excessively concentrated, parliamentary oversight is weak, rights protections are narrow, and citizens have never been meaningfully invited to shape the document that governs their lives. We want the establishment of a Constitutional Convention by law, composed of legal experts, civil society representatives, social partners and political actors appointed through a transparent process. Its draft will be submitted to structured citizen assemblies for deliberation and refinement, followed by full parliamentary scrutiny and a binding national referendum. The Constitution belongs to the people, and the people must have a real say in its renewal.
Advocate for a considered, thorough, and step-by-step public discussion on assisted death, with ample time for deliberation
HealthAssisted death is one of the most complex and sensitive questions a society can face. We will advocate for a serious, unhurried, and genuinely inclusive public debate — one that gives all perspectives the space they deserve and reaches its conclusions through deliberation rather than political expedience. Our members will be free to vote according to their conscience on this issue.
Introduce e-voting and alternative voting methods for all Maltese citizens, in Malta and abroad
Institutional ReformThousands of Maltese citizens living abroad are effectively shut out of elections because they cannot afford or arrange to fly home to vote. The practice of offering subsidised flights to Malta has routinely been used by PL and PN to continue their system of patronage. We will work to introduce multiple ways for Maltese nationals to vote remotely, including secure online voting, postal ballots, and voting at embassies and consulates. Every citizen should be able to exercise their right to vote regardless of where they live, and we will work to have these options in place by the next general elections scheduled for 2031.
Offer tax credit incentives for attending democratic education courses
EducationParticipation in civic education should be actively encouraged. We will introduce tax credit incentives for citizens who attend democratic education courses, recognising that an informed and engaged citizenry is not a cost to the state but an investment in the health of our democracy.
Democratic education programmes for citizens on electoral systems and accountability
Democratic InnovationMany citizens do not understand how our democracy works or how to hold politicians accountable. We will create state programmes to teach people about democratic rights, electoral systems, and how to make authorities answerable for their actions. Higher Educational Institutions will be incentivised to hold courses or workshops for citizens on democracy.
